Job Description - Regulatory Control 15c3-3 Financial Analyst (1809062)Job Description Regulatory Control 15c3-3 Financial Analyst - 1809062 Regulatory Control 15c3-3 Analyst The role is to monitor daily the activity of fully paid for customer assets to ensure that the firm is in compliance with possession or control requirements in accordance with Customer Protection Rule (15c3-3) and regulatory reporting.
Collaborates with management to identify operational efficiency and productivity improvements to mitigate financial, reputational, and regulatory risk.
The Expertise We’re Looking For Bachelor's degree in business, accounting, or finance requiredMust have a minimum of 3-5 years in depth working knowledge of Compliance with Possession or Control of all fully paid securities and excess margin securities under SEC Rule 15c3-3 Strong operations background with working knowledge of the stock record.
The Purpose of Your Role Responsible for monitoring the firm's compliance with the possession or control and segregation requirements of SEC Rule 15c3-3.
This includes extensive review of the unaccomplished segregation of customer fully paid and excess margin securities and all actionable items required by the rule.
The Skills You Bring Knowledge of Stock Record, DTCC, and customer account structure.Knowledge of SEC Rule 15c3-3.Strong written/verbal communication skills.Knowledge of Microsoft Excel, Word, and Access.
The Value You Deliver Performing daily root cause analysis of delivery deficits and prompt steps needed to bring securities into possession or control for any P or C violations created.Performing daily analysis of actionable items required under Possession or Control.
These items include fail to receives, stock loans, stock dividends, bank loans, customer shorts, and firm inventory shorts that cause deficit.Periodic reviews of segregation calculations; smart seg system calculations; stock borrow/stock loan recommendations; conduit borrow and loans.Ensuring control locations have proper documentation - custodial agreements, clearing agreements, acknowledgement letters, etc.Monitoring deficit action reports and recommends enhancements.
Periodically review possession or control tasks performed by various departments.
Gather and analyze possession or control data for the focus report.Responding to any possession or control compliance related issues and concerns as they develop.
Assist with special projects.
Assist in the testing of enhancements to the possession or control systems.Ensuring written possession or control procedures manuals obtained from operational areas are current.Assisting in the coding and maintenance of account codes on Smart Seg and Autocage.Assisting other areas within the accounts control department as and when required.
How Your Work Impacts the Organization The primary responsibilities of the Regulatory Control Group is to monitor daily, the possession or control requirements of fully paid for customer securities, that ensures compliance with the Customer Protection Rule (SEC 15c3-3) and proactively communicate securities deficits by addressing any issues that lead to possession or control violations.
The group also compiles and reviews regulatory reporting information used for Weekly Reserve and Monthly FOCUS reporting.
Possession or Control is an area that is highly scrutinized by the regulators and auditors.
The ability to protect fully paid for customer’s securities is extremely important to the reputation of the firm.
Regulatory Control works closely with Securities Finance and Domestic and International Settlements Group when determining excess securities to settle trades or loan out to clients.
