The Payroll Tax and Compliance Manager will be responsible for strategically managing all activities within the Human Resource Payroll Resource Center - North America Payroll Team.
This manager is responsible to minimize risk to the company, maintain a thorough understanding of agencies regulations and compliance, manage vendor relationships with outside providers.
The manager is also responsible to provide strategic leadership, working with and coaching direct reports to maximize their individual and team performance.Cultivate and foster excellent relationships with Federal, State and local taxing authorities.Coordinate and execute Quarterly partnering with Tax Services.
Analyze ADP quarterly process files until the final production file is due.
Liaison with Tax Services, Employee Data Management Team, and Payroll Operations Team.Manage tax operations and ensure that services are timely, accurate, and compliant with company and regulatory requirements.
Manage vendor to ensure that all SLA's are maintained for tax processing (payments, filings, amendments, reporting, notices etc.) are completed with detailed attention to accuracy, timeliness and compliance.Support Payroll tax activity related to major projects such as mergers, acquisitions, or divestitures, spins etc.
Create and utilize metrics (Dashboard) to drive performance, identify trends, and develop/implement process improvements, escalating issues and proposed solutions as appropriate.Collect global compensation for expatriates for reporting to tax provider on a monthly and annual basis.Main point of contact for payroll-related questions related to expatriate payroll, split payrolls, and shadow payrolls.
Knowledge of tax equalization policy, hypothetical tax, and relocation gross-ups preferred.Support development and implementation of Mobility module.
Once live, generate expatriate payroll instructions every pay period for all global payrolls.
receive and upload payroll registers and conduct audits to confirm instructions and match actual payroll.Manage multi-country payroll reporting for cross-border associates' bonus payments and equity transactions.Lead on expatriate payroll data purge administration.Coordinate global systems access for cross-border associates.Coordinate payroll start date for US-inbound associates.Responsibilities include representing, but not limited to the execution of Amendment Processing, Tracers, Notice Follow-up, Tax changes testing, including new Tax Regulatory requirements.Manage all tax reconciliations and control reports (State and Local Audits) performed by the team and follow up on all outstanding items.Coordinate and streamline all tax amendments required resulting from W2C's, Spins, transfers and Legal entity consolidations etc.
Follow up on all tax refunds and tax balances due with reconciliation to the General Ledger.Execute implementation of any Tax Regulatory changes (New Hire Act, COBRA etc.) process to include, testing of documentation, setup of request in the system, validation of setup and assist in monitoring accuracy with the first payroll.
