Manager, Gaming Commission Compliance and Licensing

Job Summary:

Directs, administers, and coordinates the activities of the Gaming Commission in support of policies, goals, and objectives established by the Director and the Commission by performing the following duties personally or through subordinate managers.



Job Duties:

Coordinates the compliance function and staff for compliance coverage.  Assists the Director in the development and implementation of Commission policies and procedures.  Implements and administers a system for investigation and monitoring of employees and others connected with gaming activities.  Assists in issuing and administering regulations to implement the provisions of the Cherokee Nation Gaming Ordinance and the Indian Gaming Regulatory Act.  Assists in reviewing proposed changes to internal controls.  Monitors compliance with approved system of internal controls through use of surveillance and other available means.  Abides by Gaming Commission confidentiality and ethics policies.  Provides the Commission with reports on compliance levels, the results of compliance testing, and adjusts compliance activity to improve departmental efficiency.  Determines compliance with policies, plans, procedures, laws, and regulations and prepares appropriate reports.  Supervises and coordinates activities of workers engaged in maintaining records of compliance related items. Other duties may be assigned



 



SUPERVISORY RESPONSIBILITIES  



Directly supervises 2 to 15 employees in the Gaming Commission. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.



Qualifications:

EDUCATIONAL REQUIREMENT



Bachelor's degree from 4-year college or university in Business Administration, Accounting, Management, Public Administration; or six years related experience; or equivalent combination of education and experience.



 



EXPERIENCE REQUIREMENT



An additional four (4) years progressively responsible experience is required. Experience in accounting for governmental and enterprise operations and/or Indian Tribal governmental operations is highly preferred.



 



COMPUTER SKILLS



An individual should have knowledge of Database software, Spreadsheet software, and Word Processing software.



 



CERTIFICATES, LICENSES, REGISTRATIONS



Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Must be able to obtain and maintain a Cherokee Nation Gaming License.



 



OTHER SKILLS AND ABILITIES



Must be able to operate standard office equipment. Must also have the ability to successfully complete a background investigation for and maintain a gaming license. The background investigation includes, but is not limited to, an examination of areas inclusive of family, personal, financial, educational, employment, and criminal history.



 



OTHER QUALIFICATIONS



Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE).



 



PHYSICAL DEMANDS  



While performing the duties of this Job, the employee is regularly required to talk or hear. The employee is frequently required to sit and use hands to finger, handle, or feel. The employee is occasionally required to stand; walk; reach with hands and arms and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.



 



WORK ENVIRONMENT 



While performing the duties of this Job, the employee is occasionally exposed to fumes or airborne particles; toxic or caustic chemicals and outside weather conditions. The noise level in the work environment is usually moderate.
