My Client a West London Local Authority is seeking a Lead Category Manager for a 6 month contract Housing Management Services is developing capital investment programmes for the next six financial years.
Underpinning programme delivery, a mix of contracts using direct procurement, third party frameworks as well as development of the Councils own frameworks will be required.
A Category Lead is sought to join a busy and focussed procurement team for a period of at least six months to assist with the tender and award, of contracts and frameworks supporting the both the revenue and capital programmes.
A range of contract types will be required including consultancy and construction activity comprising building maintenance and repair, new build, M&E services and district and communal heating systems.
The Procurement Team needs to expand proportionately with the work but only on a temporary basis.
A Procurement Plan has been put together that includes engaging contractors for all planned capital schemes for the current and the following six financial years.
This includes all consultants and construction activity.
In addition there are also work streams associated with fire safety, procurement's that are already in the pipeline and contracts that terminate at some point in the coming year.
The duties of this post include: Procuring works and services contracts for Housing Management Services Interaction and communication with other staff across the Council at all levels Having a professional approach to procurement with a keen attention to detail in conducting procurement activity and reporting outcomes Operating within the Council Procurement and Finance Regulations Operating in accordance with EU procurement law Report writing Operating in accordance with the Landlord and Tenant Act 1985 Using capital E-sourcing to tender and record all procurement's >£25k Establishing relationships with stakeholders Interaction with residents and undertaking consultation Developing framework contracts Utilising third party framework agreements Planning work to fit in with the drivers and needs of the Council Essential skills and Qualifications for this position MCIPS Qualification ( Desirable) A thorough understanding of procurement in the public sector and accompanying legislation Procurement of consultancy, construction, building and M&E contracts JCT Conditions of Contract Landlord and Tenant Act specifically Section 20 Procedures major procurement's using Capita lEsourcing, Bravo, Delta or similar Drafting reports Working within a local Authority, social housing and working with residents and other stakeholders Delivering within a multi stakeholder environment Pricing contracts and developing cost models for evaluations Developing framework contracts Working with third party frameworks Please only apply for this position if you have the extensive experience and skill for the position and have the desired Local Authority or Housing Association experience.
