Junior-level engineering position that performs office and field engineering tasks to support Engineering Division activities.
May also assist with permitting, including working at the Engineering Permit counter.
Collecting information for mapping infrastructure.
Processing permit applications for right-of-way and utility permits, reviewing and approving construction plans and traffic control plans.

The omission of specific statements does not exclude them from the position.) Researches and compiles information for use in planning and implementing engineering projects.
Field measures and drafts utility and street improvements into record drawings and GIS.
With oversight, may perform inspections of utility and street construction projects.
Ensures City and W.S.D.O.T.
construction standards are enforced.
Inspects and documents contractor's work and reports to the lead inspector, and/or the project engineer.
Assists in conducting field surveys.
Operates various equipment providing survey support for design and construction.
Performs basic AutoCAD drafting to assist with design and construction of public works projects.
Field measures and drafts utility and street improvements to create record drawings.
Performs miscellaneous office duties as assigned.
May assist the permit technician in processing and issuing right-of-way and utility permits by taking in applications, reviewing application materials and construction plans for completeness and adherence to City construction standards, issuing permits, and calculating fees.
Other Duties – Regular attendance is an essential requirement – Performs related work as assigned and/or required Qualifying Education and Experience (Minimum Requirements): Any combination of education and experience equivalent to an Associate Degree in Engineering Technology.
Two years of relevant work experience is equivalent to one year of school work.
A Valid Washington State driver's license is required.
- Basic Civil Engineering practices and principles.
- Public works inspection/documentation.
- AutoCAD, current release
- Basic computer software such as Microsoft Word and Excel
- Arc GIS/ESRI Ability to:
- Interpret engineering drawings and specifications
- Independently perform basic CAD drafting
- Understand written and oral instructions, prepare and maintain office records.
- Setup and operate miscellaneous survey instruments.
- Effectively communicate, on the telephone and in person, to engineers, contractors, developers, staff members and the general public
- Read and understand easements and right-of-way descriptions
- Work independently
- Organize and prioritize workload
- The ability to get along with others and be part of a team.

Applicant's education, training, and experience will be assessed.
The passing score is 70%.
The top qualifying candidates will be invited to participate further in the examination process.
Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.
Oral Examination: A panel will evaluate the applicant's training, experience, and ability to perform the job.
Placement on the eligibility list is determined by weighted examination scores as follows: Appraisal of application packet regarding Experience and Education/Training - Passing Score 70% - Weight 40% Oral Examination - Passing Score 70% - Weight 60% Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

Representation: The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Teamsters Local 589.
Civil Service: The classification is excluded from the City's Civil Service System.
Appointment and Removal Authority: The position is filled by appointment by the Department Head.
Removal is by action of the Department Head in conformance with Human Resources Policies.
This classification specification does not constitute an employment agreement between the City and employee.
It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change.
