Amgen's Director of Compliance is the program leader for the Global Trade Compliance program within the Worldwide Compliance & Business Ethics department. The Global Trade Compliance head is responsible for managing all aspects of the company's global trade compliance program including customs compliance, export controls, economic/trade sanctions, and anti-boycott compliance programs. This dynamic position will liaise with functional business leaders as a trusted partner to integrate trade compliance and ethics into the fabric of Amgen's operations. The Global Trade Compliance head manages a team of direct reports and closely manages relationships with key client groups. The Global Trade Compliance head develops and implements the strategic initiatives relating to all elements of an effective trade compliance program. As the trade compliance expert, the Global Trade Compliance head is expected to monitor the external environment to ensure that Amgen's risks are proactively managed, and its trade compliance program continues to meet the highest standards. The Global Trade Compliance head is responsible for continuously improving the trade compliance program to ensure it continues to be aligned with Amgen's global compliance objectives and the external regulatory environment, while adjusting program priorities as necessary.



This role is located in Amgen's global headquarters in Thousand Oaks, CA. Flexibility to travel within the U.S. and globally required (up to 25%).



Responsibilities include:



Provide advice and strategic direction on a variety of trade compliance matters to Amgen's Supply Chain, Finance, Tax, R & D, HR, Law, Government Affairs, Global Strategic Sourcing and other functions, as needed

Writing and maintaining trade compliance program policies, standards, and standard operating procedures

Developing and maintaining trade compliance training curriculum and materials; refining, adapting, and delivering training to Amgen personnel, distributors and other business partners

Monitoring the external environment and ensuring Amgen's trade compliance program continues to meet or exceed expectations

Monitors trade compliance regulatory and legislative changes, informing appropriate parties and implementing relevant programs

Conduct periodic proactive and reactive analyses aimed at assessing the extent to which the business is operating in a manner consistent with Amgen's trade compliance program requirements

Coordinate and build effective business relationships with other departments, such as Amgen's Supply Chain, Tax, Law, Finance, R & D, HR, and Audit functions on all aspects of the implementation of the Amgen's trade compliance program

Develop and implement global trade compliance assurance and risk assessment programs in coordination with Worldwide Compliance & Business Ethics and applicable audit groups

Advises on tariff classification and export classification and have a complete understanding of valuation concepts and country of origin determination

Manages development of regulatory programs and initiatives, including strategies related to duty optimization and valuation programs

Advises on the design and execution plans for Global Trade Management enterprise solution systems

Lead M & A due diligence and integration strategy

Advises on global trusted trader program

Champion for ethical/compliance tone throughout the organization



Basic Qualifications



Doctorate degree and 4 years of Compliance experience

OR

Master's degree and 8 years of Compliance experience

OR

Bachelor's degree and 10 years of Compliance experience

AND

4 years of managerial experience directly managing people and/or leadership experience leading teams, projects, programs or directing the allocation of resources



Preferred Qualifications



Fluency in English

U.S. Licensed Customs Broker

Excellent written and verbal communication skills

Experience as trade compliance officer working in the compliance/legal/trade/or tax department of a multi-national life sciences company

Strong interpersonal skills, judgment, maturity, and flexibility

Ability to manage competing priorities and provide a high level of responsiveness across multiple stakeholders and jurisdictions

Ability to operate both independently and as part of a larger in-house compliance group

Experience with relevant regulations and regulatory agencies (e.g. U.S. CBP, global customs agencies, U.S. Department of Commerce-Bureau of Industry and Security, OFAC, etc.)

Deep understanding of legal and regulatory requirements applicable to the healthcare sector including customs, export controls, economic sanctions, sanction party screening and anti-boycott laws

Experience as trade compliance officer working in a legal or compliance departments of a multi-national company in the healthcare sector

Previous experience in a trade advisory services firm or trade law firm with customs operations experience

Experience with implementing compliance policies, programs and training; experience with relevant regulations and industry codes of conduct

Ability to lead complex, cross-functional projects involving diverse stakeholder groups to drive trade compliance program continuous improvement
